This is due to a mix of factors, the primary ones being (1) the 150 Block Rule, and (2) there being no reason to set borders in the first place. A calculation or set of rules needs to be created to define borders for borderless settlements, which can then be used for territory calculations. The only known exceptions to this are the Terni-Southern Hollow border, New Spawn's no-build zone, and Rotherhythe's internal district boundaries.

Assumptions

  1. Rivendell is officially part of Evergreen, as clarified here, but its so far separated in both building style and terrain it can be considered an entirely separate district of Evergreen.
  2. The last activity HoboNation saw was back in 2022.
  3. Assumed Inactive due to specific wording in originating article
  4. While DXC is marked as an Active settlement, recent evens and specific phrasing from Reno imply that DXC is going inactive.
