Meeting LXXVI, 21 September 2024, STARS HQ

2		Pearl Renovations	Discussion	A discussion was held on how to slice The Pearl's basement up to give payment to workers clearing out the water. A 100 diamond payment/slice of the basement was decided, with a proposed 120-150 dia/slice for the larger parts in the middle. A vote was then held to decide the maximum budget provided by the PFC. A 500 diamonds maximum was decided by a 5/1/0 vote. The USUV is calling for possible designs for the basement, with an unknown payment on the table.	N/A
3		Solidarity Point System	Debate	The chair is asking members how to encouraging meeting attendance. xo says "members [can] earn points by assisting meetings and voting, and possibly other things in the future - these points can be used for various things like getting USUV embassies built - and i'm thinking of other things, and open to recommendations - but it's mostly setting the idea". The main goal of this is to increase meeting attendance and help town development. xo mentioned "the origin of the idea is that i wanted to find a way to encourage towns building more embassies" Beeper responded "could just dedicate some of usuv fund for embassies for that" Cassey also mentioned free t-shirts every few meetings. 5		Member State Promotion and Updates	Discussion	Reno is closing Dìxià Chéng. Meaning all of Reno's stuff is moved out of DXC and into some other base. Reno mentioned that after AmmiDesu left UV, she lost all interest on continuing the town. Much of Southern Freedom City has been taken over by nature; the meteor is fully visible, the transit hub is soon to be rebuilt in a ruined state, and a few other buildings nearby are showing signs of nature taking over. FC is still a free build zone. Vault 11 is in stasis.	N/A
6		Events	Discussion	Niklas' Mario Party is coming along. Niklas wants people to start making minigames for it: XO mentioned adapting Solitude's Laser Tag Marrie mentioned spleef, but it would need an auto regen system Beeper wants to make an Olympics Spinoff where the events are chosen at random, and a secondary effect for that event (maybe a status effect). 2		Pearl Basement Renovations and Designs	Majority Vote	The basement was cleared out a while ago, and now a design needs to be proposed. Beeper's basement design was chosen in a landslide 6/0/0 vote.	6/0/0; Passed
3		Highways and Community Projects	Debate	Beeper discussed the major roadway changes in and around the Western Metropolitan Area, with connections in and between New Spawn, Borealis, and Freedom City being highest priority. Wind talked about the plans for Canvas Lite, a massive mapart creator with automatic material reclamation. Byz talked about the Outpost Roadways, mentioning UVDOT has expanded the system down south to Malus. The end goal is to connect up Eden and Aquileia within the month, but Byz's day job keeps getting in the way. Byz also mentioned the Borealis railway station, which he hopes can be done within the month as well; NoBo station being done by the end of 2024. Niklas mentioned Seacrestica Transports is on the process of planning the expansion to Evergreen.	N/A

7		Any Other Business	Debate	powercas mentions "the independent voter seats should be in the front" The others present seem to agree, though it would require a reorganization of the meeting hall, moving some settlement's signs around. The current Judge (xo) requests an office in the Pearl; Mattie says that on the same floor as the court itself is a good idea, especially because that floor is mostly empty.	N/A

4		Archivist Floor Renovations	Debate/Majority Vote	Blurple is designing the Archivist floor, as it has been empty for at most 3 years. The design is based around a grand library type, but was only a little over halfway to completion when the vote came. Beeper mentioned it should be voted on now, because halfway done is still better than completely empty, plus there is still room for expansion if need be. The vote barely passed, construction of the new Archival floor will start shortly.	4/0/3; Passed
5		Economic Proposal	Proposal	A large bill containing many proposed fixes to the economy was posted just before last meeting, as was pushed to today due to absences. There were many issues with the first draft of this bill, most of it coming from the "Reorganize Borealis/Aurora/Freedom City" segment. The part that gave everyone issues was overriding Borealis Council's power and taking over abandoned shops, especially considering the compensation CBUV was returning (90%) could cause disputes, even if everything is meticulously tracked and accounted for. Borealis Council should be tearing down abandoned shops (with backups saved on the Creative server), but this has not happened as of recent, causing the district to be full of empty and unstocked shops, prompting this bills creation. xo did mention allowing the people at CBUV to do this on their own and deal with the repercussions, if any. Reno says this would require giving read permissions for CoreProtect, a staff-only permission. The Stock Market part of the bill had a wrench thrown into it due to Illyria (and thus the Illyrian Brew Corporation) going dormant. The general consensus is to revisit this bill at a later date, preferably with a more active playerbase. The rest of the bill had no major objections. This bill (coined "The UV Economic Revival Bill") is available digitally on the USUV Bill archives, and physically in-game on Floor 2 of The Pearl. "dead economy" - someone	N/A
